Please see the attached letter from Assistant Secretary for Career, Technical, and Adult Education Scott Stump, notifying you that the Department is rescinding the March 13, 2007, program memorandum entitled, “Student Definitions and Measurement Approaches for the Core Indicators of Performance Under the Carl D. Perkins Career and Technical Education Act of 2006 (Perkins IV).” With the enactment of the Strengthening Career and Technical Education for the 21st Century Act (Perkins V) last year, this document is no longer necessary.
As Assistant Secretary Stump indicates in the attached letter, the Department does not contemplate issuing non-regulatory guidance under Perkins V at this time. However, our office stands ready to help States implement the Perkins V statute and rethink CTE for the 21st century.
